Summary

Here's a pretty easy way to create a sunburst, with lots of different sun rays emanating from a single point.

Its basis is noise and zoom. Perlin noise is more flexible here than Gaussian noise and gives a more realistic effect.

The general approach is:

Add new layer and add Perlin noise, adjusting to influence size of sunbeams.
Do zoom blur, with very high radius (eg 1000px), setting centre of sunburst with click on screen (reduce opacity to see layer below).
Add sun on extra new layer, allowing tip of needle to show through.
