DiscussionTaking over public buildings lets you continue to administer town services while taking supplies that you need (and without causing local starvation). Conquering a town or city has the problem that there are many in the local population who could rebel or cause you problems. It is far better if you can encourage the local population to accept your taking over as ruler. Most people are just trying to get on with their lives and do not want trouble. They will, however, rebel if they see you as dangerous, bad or unkind. All it takes is one misbehaving soldier to spark a riot or other significant resistance, so you need to ensure all your troops act with moderation and discipline. See also
